An identity document has to do two things at the same time: represent the authority that issues it, and resist every attempt to copy or alter it.

A modern identity document is assembled, not printed.
Each layer carries a function of its own.
Printed layers hold the design and the visible security elements. Antenna structures enable contactless communication. Protective materials resist physical manipulation, and the chip is embedded securely inside the construction rather than attached to it.
The layers are manufactured separately and brought together into the finished document. That is what makes security part of the construction instead of a coating on the surface.
